Conceptual Framework for Implementation of Public Private Partnership for Affordable Housing in Nigeria.
ABSTRACT
Nigeria has incorporated multiple PPP housing developments since the formal recognition in 2004. As a result, the journey forward for the PPP to provide affordable housing to urban dwellers with a more vital housing situation in Nigeria is unclear. This study examines the issues and identifies success factors for public-private partnerships (PPPs) to provide affordable housing to urban Nigerians. To achieve the objectives, the paper relied on a systematic review of the research literature, and survey data derived from a questionnaire with 256 respondents from different PPP professions provided by Nigerian housing. According to the study, the major limitations to affordable housing in Nigeria are a lack of appropriate structures, such as land accessibility and affordability, corruption, a lack of a sound legal framework, financial constraints, and unstable construction material prices. Furthermore, this study identifies the effective procurement process, the strong private sector, project economic viability, and the sound financial package as strong success factors for PPP to affordable housing and many chances in promoting famous involvement in community housing. As a result, suggest that the government focus on providing free land, low-cost local building materials, more financial institutions with low or no interest, the formation of an efficient mortgage system, and the integration of assisted-self-help and accumulative housing into the Public-Private-Partnership housing delivery method will guarantee better outcomes in delivering a huge supply of affordable housing.
