Enhancing Institutional Strategy of Local Beef Cattle Farmers Groups for Preparing Post Covid 19 in Brebes Regency, Indonesia

ABSTRACT

In addition to focusing on the immediate impact of COVID 19, farmer groups as an institution must also think about preparing for a robust future. This study aims to describe problems felt by beef cattle farmers during COVID 19 and identify institutional strategies of local beef cattle farmers group in preparing for the Post COVID 19. The study was conducted on eight local beef cattle farmers groups with 118 farmers as respondents, which were selected using a simple random sampling method. Data were obtained by interview using a structured questionnaire. The collected data were analyzed using descriptive statistics and the Hard Elements of McKinsey 7S Framework approach. COVID 19 affected several aspects of local beef cattle farming production and the distribution of their outputs. The felt problems are the ease of farmers in getting calves, animal feed, selling cattle, and generating business profits. The COVID 19 pandemic situation, which has begun to be overcome, has encouraged local beef cattle farmer groups to prepare a strategy to be ready to face the Post Covid 19 decade. Based on the impacts of COVID 19, farmer groups must formulate institutional strategies related to business strategy. Initiating the institutional transformation of local beef cattle farmer groups into economic institutions is a grand institutional strategy to build stronger and more sustainable farmers groups. Institutional transformation of local beef cattle farmers' groups can use the McKinsey 7S Model approach, which focuses on hard elements (strategy, structure, and organizational systems). To gradually strengthen local beef cattle as a business, farmers must adjust their organizational strategy, creating farmer groups as an economic unit, not only as a social unit. This strategy will increase the profits of farmer groups by increasing the efficiency of local beef cattle production costs and increasing the competitiveness of local beef cattle prices.
